Happy Easter
With Easter upon us, and school holidays under way, many of us are looking forward to some time out with family and friends.
Although the weather doesn´t seem to be in favour, with strong winds, rain and snow forecast for most of the country during the entire Easter holiday weekend.
Oh well, we can´t complain, the wet weather is much needed and here´s hoping that it alleviates some of the planned restrictions due to the unprecedented warm weather the last few months.
Urbanisation plans for rural areas
Earlier this month, I attended a meeting held by the community of owners in the Pago Melilla area of Chiclana, which is beside Novo Sancti Petri. The meeting was accompanied by the mayor of Chiclana and delegates from the urbanisation office.
The purpose of the meeting was to promote and vote on the possibility of urbanising the area, installing mains services such as water, sewerage, electricity, tarmac roads etc.
This has been facilitated by the recent LISTA law, which I wrote about last month on rural areas, which has removed a lot of bureaucracy in the urban planning regulations in Andalucia.
Apparently the delegation are holding various meetings around the different areas intending to promote and encourage owners to move forward and urbanize.
Obviously, a big barrier to this is the potential cost. Not all areas, and not all houses will face the same cost depending on the proximity to existing services, and the size of each property etc. However, an average cost for an average house was given at around 15.000 Eur.
There are payment plans being offered by the town hall, such as the option to pay over 5 years through the IBI (council tax) system. Or to potentially take a bank loan with favourable, pre-arranged interest rates. People were encouraged to start saving now, so it becomes easier in the long run.
The attendees of the meeting, some 100 community members, and a further 100 non-members, voted unanimously for urbanisation, however, it will only be considered if at least 70% of the area´s population are in favour, which seems like it will be a hard task to achieve.
The mayor wanted to clarify that it´s not the size of the catchment area that is important, more so the higher percentage of people within even a smaller section of streets that want to urbanise, as this increases the chances of getting it approved and carried out.
Nevertheless, the potential cost, which the mayor highlighted is at a reduced rate compared to if it were to go through the standard urbanisation process, could still be a factor behind some people´s decision not to agree to it. Only time will tell.
I urge everyone who can, to attend their local meetings, and vote positively. Only this way will we finally move forward, and raise the standards to those that most of us are used to, or at least would like to aspire to.
Joke of the month
A man wasn’t feeling well so he went to the doctor.
After examining him the doctor took his wife aside, and said, “your husband has a very sensitive heart. I am afraid he’s not going to make it, unless you treat him with special care, don´t let him do any strenuous activity, and ensure he has everything that he needs”.
On the way home the husband asked with a note of concern “what did he say?” “Well”, the lady responded, “It looks like you probably won’t make it.”
