Market still moving
It seems people are adjusting to the inflationary environment we have been living in for the last couple of years. With interest rates still at their highest in years and the ECB (European Central Bank) maintaining rates in January, February has accelerated in terms of viewings and offers.
This may be fuelled by recent adjustments in house prices that has helped to invigorate buyer´s interest in purchasing property. Perhaps with the expectation that interest rates will fall later on in the year, people are seeing a light at the end of the tunnel, and rushing to secure themselves a house for the summer.
Constitutional court ruling on LISTA Law
A recent constitutional court ruling was announced last week, following an appeal made by the Unidas Podemos party against the LISTA law (Ley de Impulso de Sostenabilidad de Territorio Andaluza) which was released by the PP party in late 2021.
The full details of the ruling will be released at the end of February.
The LISTA law aims to protect the rural Andalucian countryside, while allowing controlled and sustainable development, and removing bureaucratic barriers in doing so, especially with town hall plans.
Currently there are approx. 500 of the 778 town halls, who do not have an approved urban plan!
However, the Unidas Podemos party argued that it was giving way to developers and anyone that wanted to carry out large scale business and development, and reducing the number of protected areas.
The court rejected most of the points of appeal, however it did uphold two, one of which related to the building of private homes. What they will not permit, and which the law will be modified to reflect is the building of multiple private homes on one plot, creating mini urbanisations or commercial hotels.
It is understood that the building of single family private homes, which meet certain criteria will still be permitted.
In general, the LISTA law seems like a big leap forward in allowing the town halls to progress their urban plans without all the bureaucracy that has plagued the system upto now. Let´s hope we see the fruits of this in the coming years.
